In the provision of early intervention services for young infants and toddlers, public policy and government funding and support have lagged behind scientific and research findings that confirm the importance and positive long term impact of promoting children’s development in the first few years of life.

The Unmet Needs Project was initiated in order to examine the extent to which current public policies regarding developmental issues are meeting the needs of infants, toddlers and their families in Illinois.
